<p>Officials at a key global warming <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">research center</a> in the United Kingdom have authenticated a series of e-mails and other documents apparently taken from their computer system by a hacker, but they cannot explain what scientists in internal exchanges meant by references to a &#8220;trick&#8221; that would &#8220;hide the decline&#8221; of global temperatures nor by instructions to delete contrary data.</p>
<p><a href="http://blogs.telegraph.co.uk/news/jamesdelingpole/100017393/climategate-the-final-nail-in-the-coffin-of-anthropogenic-global-warming/">Author James Delingpole writes in a London Telegraph column</a> the most damaging revelations indicate climate-change scientists may have &#8220;manipulated or suppressed evidence in order to support their cause.&#8221;</p>
<p>According to <a href="http://www.investigatemagazine.com/australia/latestissue.pdf">the Australian Investigate magazine,</a> the 62 megabyte Zip file with documents, e-mail exchanges and other information from the University of East Anglia&#8217;s Climate Research Unit apparently was posted by an unidentified hacker on a Russian web server.</p>
<p>One e-mail said: &#8220;I&#8217;ve just completed Mike&#8217;s Nature trick of adding in the real temps to each series for the last 20 years (ie from 1981 onwards) amd (sic) from 1961 for Keith&#8217;s to hide the decline.&#8221;</p>
<p>Another expressed internal doubts: &#8220;The fact is that we can&#8217;t <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">account</a> for the lack of warming at the moment and it is a travesty that we can&#8217;t. The CERES data published in the August BAMS 09 <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">supplement</a> on 2008 shows there should be even more warming: but the data are surely wrong. Our observing system is inadequate.&#8221;</p>
<p>Further, an e-mail exchange suggested the suppression of information: &#8220;Can you delete any e-mails you may have had with Keith re AR4? Keith will do likewise. He&#8217;s not in at the moment – minor family crisis.&#8221;</p>
<p>&#8220;And, perhaps most reprehensibly,&#8221; Delingpole writes, &#8220;a long series of <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">communications</a> discussing how best to squeeze dissenting scientists out of the peer review process. How, in other words, to create a scientific climate in which anyone who disagrees with AGW can be written off as a crank, whose views do not have a scrap of authority.&#8221;</p>
<p>He cites an e-mail: &#8220;This was the danger of always criticizing the skeptics for not publishing in the &#8216;peer-reviewed literature.&#8217; Obviously, they found a solution to that – take over a journal! So what do we do about this? I think we have to stop considering &#8216;Climate Research&#8217; as a legitimate peer-reviewed journal. Perhaps we should encourage our colleagues in the climate research <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">community</a> to no longer submit to, or cite papers in, this journal. We would also need to consider what we tell or request of our more reasonable colleagues who currently sit on the editorial board …What do others think?&#8221;</p>
<p>Myron Ebell, of the <a href="http://www.globalwarming.org/">GlobalWarming.org</a> website where &#8220;cooler heads prevail,&#8221; said the e-mails are &#8220;shocking.&#8221;</p>
<p>&#8220;Its kind of interesting to learn that petty politics seems to be more prevalent in the <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">scientific</a> community than in the political community,&#8221; he said.</p>
<p>The documents, he said, &#8220;raise a huge number of questions about the integrity of a lot of people in the alarmist community.</p>
<p>&#8220;What I&#8217;ve seen there is a very strong effort to manage the issue by scientists and not as a scientific issues. It&#8217;s very improper,&#8221; he said. &#8221; One of the criticisms is that we need scientists to be scientist, and policy can be handled in public debate.&#8221;</p>
<p>Delingpole observes the world &#8220;is currently cooling; electorates are increasingly reluctant to support eco-policies leading to more oppressive regulation, higher taxes and higher utility bills; the tide is turning against Al Gore&#8217;s Anthropogenic Global Warming theory. The so-called &#8217;skeptical&#8217; view is now also the majority view.&#8221;</p>
<p>Phil Jones, head of East Anglia&#8217;s Climate Research Unit, confirmed to Investigate magazine the documents appeared authentic.</p>
<p>&#8220;It was a hacker. We were aware of this about three or four days ago that someone had hacked into our system and taken and copied loads of data files and e-mails,&#8221; he said.</p>
<p>&#8220;It&#8217;s completely illegal for somebody to hack into our system,&#8221; he told the magazine</p>
<p>But Jones denied there was any attempt to mislead or conceal.</p>
<p>&#8220;They&#8217;re talking about proxy data going further back in time, a thousand years, and it&#8217;s just about how you add on the last few years, because when you get proxy data you sample things like tree <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">rings</a> and ice cores, and they don&#8217;t always have the last few years,&#8221; he said.</p>
<p>Jones said he could not recall what he meant when he wrote about a plan to &#8220;hide the decline.&#8221;</p>
<p>In the e-mail, dated 10 years ago, Jones wrote: &#8220;Once Tim&#8217;s got a diagram here we&#8217;ll send that either later today or first thing tomorrow. I&#8217;ve just completed Mike&#8217;s Nature trick of adding in the real temps to each series for the last 20 years (ie from 1981 onwards) amd [sic] from1961 for Keith&#8217;s to hide the decline. Mike&#8217;s series got the annual land and marine values while the other two got April-Sept for NH land N of 20N. The latter two are real for 1999, while the estimate for 1999 for NH combined is +0.44C wrt 61-90. The Global estimate for 1999 with data through Oct is +0.35C cf. 0.57 for 1998. <p>The documents also included a message dated last month from Kevin Trenberth to Michal Mann about the &#8220;<a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">U-turn</a> on climate&#8221; by Britain&#8217;s BBC News.</p>
<p>&#8220;Well I have my own article on where the heck is global warming? We are asking that here in Boulder where we have broken records the past two days for the coldest days on record. We had 4 inches of snow. The high the last 2 days was below 30F and the normal is 69F, and it smashed the previous records for these days by 10F. The low was about 18F and also a record low, well below the previous record low. This is January weather (see the Rockies baseball playoff game was canceled on saturday and then played last night in below freezing weather).&#8221;</p>
<p>Despite the advocacy of a financially vested former vice president, Al Gore, and others, public opinion about whether mankind is causing an ultimately catastrophic rise in global temperatures is shifting.</p>
<p><a href="http://www.house.gov/paul">U.S. Rep. Ron Paul, R-Texas,</a> has urged members of Congress to consider the joint opinion of nearly 32,000 scientists, including more than 9,000 Ph.D.s, who believe humans likely have little or nothing to do with any &#8220;global warming.&#8221;</p>
<p>The <a href="http://www.petitionproject.org/">Petition Project,</a> launched some 10 years ago when the first few thousand signatures were gathered, has steadily grown without any special effort or campaign.</p>
<p>But in the last few years, and especially because of the release of Gore&#8217;s movie &#8220;An Inconvenient Truth,&#8221; the campaign has been reinvigorated.</p>
<p>&#8220;Mr. Gore&#8217;s movie, asserting a &#8216;consensus&#8217; and &#8217;settled science&#8217; in agreement about human-caused global warming, conveyed the claims about human-caused global warming to ordinary movie goers and to public school children, to whom the film was widely distributed. Unfortunately, Mr. Gore&#8217;s movie contains many very serious incorrect claims which no informed, honest scientist could endorse,&#8221; project spokesman and founder Art Robinson has told WND.</p>

<p>Robinson, a research professor of chemistry, co-founded the Linus Pauling Institute of Science and <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">Medicine</a> with Linus Pauling in 1973, and later co-founded the <a href="http://www.oism.org/oism/s32p21.htm">Oregon Institute of Science and Medicine.</a></p>
<p>Paul cited the petition results in his statement to Congress.</p>
<p>&#8220;Our energy policies must be based upon scientific truth – not fictional movies or self-interested international agendas,&#8221; Paul said. &#8220;They should be based upon the accomplishments of technological free enterprise that have provided our modern civilization, including our energy industries. That free enterprise must not be hindered by bogus claims about imaginary disasters.&#8221;</p>
<p>The petition states: &#8220;There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the Earth&#8217;s atmosphere and disruption of the Earth&#8217;s climate. Moreover, there is substantial scientific evidence that increases in atmospheric carbon dioxide produce many beneficial effects upon the natural plant and animal environments of the Earth.&#8221;</p>
<p>Robinson has warned of serious political and economic consequencesof assuming &#8220;global warming&#8221; results from mankind&#8217;s actions.</p>
<p>&#8220;The campaign to severely ration hydrocarbon energy technology has now been markedly expanded,&#8221; he said. &#8220;In the course of this campaign, many scientifically invalid claims about impending climate emergencies are being made. Simultaneously, proposed political actions to severely reduce hydrocarbon use now threaten the prosperity of Americans and the very existence of hundreds of millions of people in poorer countries,&#8221; he told WND.</p>
<p>Warned Paul, &#8220;Above all, we must never forget our contract with the American people – the Constitution that provides the sole source of legitimacy of our government. That Constitution requires that we preserve the basic human rights of our people – including the right to freely manufacture, use, and sell energy produced by any means they devise – including nuclear, hydrocarbon, solar, wind, or even bicycle <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116657" target="_top">generators</a>.</p>
<p>&#8220;While it is evident that the human right to produce and use energy does not extend to activities that actually endanger the climate of the Earth upon which we all depend, bogus claims about climate dangers should not be used as a justification to further limit the American people&#8217;s freedom,&#8221; Paul said.</p>

<p>The average person may not associate coolness with the sun.</p>
<p>The sun releases energy through deep nuclear fusion reactions in its core and has surface temperatures as hot as 10,000 degrees Fahrenheit, according to NASA&#8217;s Web site.</p>
<p>Not cool at all.</p>
<p>But the sun&#8217;s recent activity, or lack thereof, may be linked to the pleasant summer temperatures the midwest has enjoyed this year, said Charlie Perry, a research hydrologist with the U.S. Geological Survey in Lawrence.</p>
<p>The sun is at a low point of a deep solar minimum in which there are few to no sunspots on its surface.</p>
<p>In July through August, 51 consecutive days passed without a spot, one day short of tying the record of 52 days from the early 1900s.</p>
<p>As of Sept. 15, the current solar minimum ranks third all-time in the amount of spotless days with 717 since 2004. There have been 206 spotless days in 2009, which is 14th all-time. But there are still more than 100 days left in the year, and Perry expects that number to climb.</p>
<p>Perry, who studies sunspots and solar activity in his spare time, received an undergraduate degree in physics at Kansas State University and a Ph.D in physics and astronomy at The University of Kansas. He also has spent time as a meteorologist.</p>
<p>A sunspot, Perry explains, is a location on the sun&#8217;s surface that is cooler than the surrounding area. When there are more sunspots, the sun&#8217;s surface becomes more dynamic and an opposite effect takes place, releasing more heat and energy when other parts of the sun become hotter.</p>
<p>A solar minimum is when the amount of spots on the sun is at a low and the reverse is true for a solar maximum. The complete solar cycle is about an 11-year process. Perry says the current solar minimum could continue into 2010.</p>
<p>&#8220;There&#8217;s a fair chance it will be a cooler winter than last year,&#8221; Perry said.</p>
<p>Perry said there is a feeling from some in the scientific community the Earth may be entering into a grand minimum, which is an extended period with low numbers of sunspots that creates cooler temperatures. The year without a summer, which was 1816, was during a grand minimum in 1800 to 1830 when Europe became cooler, Perry said. Another grand minimum was in 1903 to 1913.</p>
<p>Perry said there is anecdotal evidence the Earth&#8217;s temperature may be slightly decreasing, but local weather patterns are much more affected by the jet stream than solar activity.</p>
<p>However, Perry said snow in Buenos Aires and southern Africa, the best ski season in Australia and a cooler Arctic region are some of the anecdotal evidence for a cooling period.</p>
<p>So, Perry said, sunspots may have a far greater impact on weather than previously thought.</p>
<p>Perry is a proponent of the cosmic ray and clouds theory as opposed to the CO2 global warming theory to explain recent global warming trends.</p>
<p>The cosmic ray and clouds theory was first put forth in the late 1990&#8217;s by Danish physicist Henrik Svensmark.</p>
<p>In a July 2007 issue of Discover magazine, Svensmark said the theory is simply that solar activity can alter the amount of clouds in the atmosphere, which affects the temperature of the Earth. More clouds mean a cooler Earth because more of the sun&#8217;s heat is being reflected. Fewer clouds equal a warmer Earth.</p>
<p>Perry says data indicates global temperature fluctuations correlate to a statistically significant degree with the length of the sunspot cycle. Longer cycles are associated with cooler temperatures.</p>
<p>Johan Feddema, acting chair and professor of geography at KU, studies global warming. Atmospheric science is a program in geography at KU. He says he is skeptical of any one phenomenon being the direct cause of global warming because there are so many climate variables that factor into global temperatures.</p>
<p>Feddema said the warming trend earlier in the century could be attributed to anything from solar activity to El Ninos. But since the mid 1980s he believes data doesn&#8217;t correlate well with solar activity, but does correlate well with rising CO2 levels.</p>
<p>Feddema believes we may hit global high temperatures in a few years with the underlying factor being rising CO2 levels, coupled with the solar cycle returning to a maximum and an El Nino.</p>

<p>The Obama Administration is pushing a big expansion in ethanol, including a mandate to increase the share of the corn-based fuel required in gasoline to 15% from 10%. Apparently no one in the Administration has read a pair of new studies, one from its own EPA, that expose ethanol as a bad deal for consumers with little environmental benefit.</p>
<p>The biofuels industry already receives a 45 cent tax credit for every gallon of ethanol produced, or about $3 billion a year. Meanwhile, import tariffs of 54 cents a gallon and an ad valorem tariff of four to seven cents a gallon keep out sugar-based ethanol from Brazil and the Caribbean. The federal 10% blending requirement insures a market for ethanol whether consumers want it or not &#8212; a market Congress has mandated will double to 20.5 billion gallons in 2015.</p>
<p>The Congressional Budget Office reported last month that Americans pay another surcharge for ethanol in higher food prices. CBO estimates that from April 2007 to April 2008 &#8220;the increased use of ethanol accounted for about 10 percent to 15 percent of the rise in food prices.&#8221; Ethanol raises food prices because millions of acres of farmland and three billion bushels of corn were diverted to ethanol from food production. Americans spend about $1.1 trillion a year on food, so in 2007 the ethanol subsidy cost families between $5.5 billion and $8.8 billion in higher grocery bills.</p>
<p>A second study &#8212; by the Environmental Protection Agency&#8217;s Office of Transportation and Air Quality &#8212; explains that the reduction in CO2 emissions from burning ethanol are minimal and maybe negative. Making ethanol requires new land from clearing forest and grasslands that would otherwise sequester carbon emissions. &#8220;As with petroleum based fuels,&#8221; the report concludes: &#8220;GHG [greenhouse gas] emissions are associated with the conversion and combustion of bio-fuels and every year they are produced GHG emissions could be released through time if new acres are needed to produce corn or other crops for biofuels.&#8221;</p>
<p>The EPA study also explores a series of alternative scenarios over 30 to 100 years. In some cases ethanol leads to a net reduction in carbon relative to using gasoline. But many other long-term scenarios observe a net increase in CO2 relative to burning fossil fuels. Ethanol produced in a &#8220;basic natural gas fired dry mill&#8221; will over a 30-year horizon produce &#8220;a 5% increase in GHG emissions compared to petroleum gasoline.&#8221; When ethanol is produced with coal burning mills, the process &#8220;significantly worsens the lifecycle GHG impact of ethanol&#8221; creating 34% more greenhouse gases than gasoline does over 30 years.</p>
<p>Both CBO and EPA find that in theory cellulosic ethanol &#8212; from wood chips, grasses and biowaste &#8212; would reduce carbon emissions. However, as CBO emphasizes, &#8220;current technologies for producing cellulosic ethanol are not commercially viable.&#8221; The ethanol lobby is attempting a giant bait-and-switch: Keep claiming that cellulosic ethanol is just around the corner, even as it knows the only current technology to meet federal mandates is corn ethanol (or sugar, if it didn&#8217;t face an import tariff).</p>
<p>As public policy, ethanol is like the joke about the baseball prospect who is a poor hitter but a bad fielder. It doesn&#8217;t reduce CO2 but it does cost more. Imagine how many subsidies the Beltway would throw at ethanol if the fuel actually had any benefits.</p></div>

<p>Commenters on this blog (Julia LeVan on <a rel="#someid0" href="http://hypsithermal.wordpress.com/wp-admin/post.php?action=edit&amp;post=180"><span style="color:#21759b;">Human CO2 Snuffs Out Sun’s 10.7cm Band</span></a>) have noted that anthropogenic carbon dioxide may be unlikely to affect conditions on the sun. This is an important insight which may have a lot of truth in it, notwithstanding the likely resistance of climate scientist and global warming pundit and businessman Al Gore. Particularly since conditions on the sun are seemingly of primary, if not dominant, significance in Earthly climate.</p>
<p>Dr. Willie Soon, a senior Harvard astrophysicist, has observed that “when sunspots are present, the temperature goes up; and when sunspots are absent, the temperature goes down.” It may be disputable I suppose, but I think Dr. Soon is referring to temperatures on Earth, actually.</p>
<p>Dr. Soon goes on to further ignore (or perhaps minimimize is fair) the importance of carbon dioxide in controlling Earth’s climate, in this most interesting article, <a rel="#someid1" href="http://www.tgdaily.com/content/view/42006/181/">Harvard astrophysicist: Sunspot activity correlates to global climate change</a></p>

<p>Further quoting Dr. Soon, and his explanation of three rather direct ways in which solar output could have dominant influence on terrestrial climate:</p>
<blockquote><p>“When the energy input to the Earth from the sun is lower, you can easily imagine then what the first effect would be — heating less of the ocean’s surface. This promotes less evaporation of water vapor from the ocean, reducing what we all know to be the major green house gas, water vapor, in contrast to atmospheric carbon dioxide. Then, you would say that if the sun provides less energy to warm the ocean’s surface, and there is less of this water vapor and less of the water vapor greenhouse effect, then the Earth begins warming less so than you would normally have during the normal sunspot activity maximum when the sun gives off more light-energy to the planetary system.</p>
<p>“The second way to think about this is if the sun is giving less light to the ocean’s surface, then you will also give less energy to transfer the heat, or even the material itself, from the surface to the upper atmosphere. The connection between the surface and the upper atmosphere is less than it would be, including the circulation patterns of the weather and the oceans.</p>
<p>“And then one can think about it another way, if you give less energy to transfer energy from the surface to higher up in the atmosphere, as high as 5 or 8 kilometers, then the chance for the system to produce these so-called thin high-cirrus clouds is less. These are the clouds that are very, very effective as a greenhouse blocker, these thin high-cirrus clouds. This is the idea that Professor Dickenson from MIT has suggested, that the Earth system may act like an iris. If it’s too warm, then the iris opens, if it’s too cold it closes, so that this fixture can trap heat, providing a very efficient way to warm or cool the Earth system.</p>
<p>“During a solar activity minimum, imagine that you produce less of these high-cirrus clouds, then the ability of the Earth to shed heat itself is a lot easier, therefore the system cools. And then continuing, when you don’t have enough energy to bring all of this water vapor and the currents more than a few kilometers up, then it all accumulates at the bottom of the system, producing more of the low clouds. And on low clouds we know that they are very effective at reflecting sunlight. So again, it’s another way that the Earth system can cool.</p>
<p>“And even another way to think about it is less energy intercepted in the tropical region, from say 20 or 30 degrees north and south latitudes, then you are able to transfer less heat energy to the polar regions, resulting in the arctic regions getting slightly cooler in that sense as well.</p>
<p>“So these are some of the possible scenarios that we’ve reached which in sort of a low-sunlight scenario would affect the Earth’s weather.”</p></blockquote>
<p>Dr. Soon does not give much notice to carbon dioxide of any kind. He is also not a strong advocate of the “chilling stars” theory of Dr. Henrik Svensmark and others apparently; but his thoughtful explanation of three distinct and very reasonable mechanisms by which solar conditions strongly influence Earth’s climate is very noteworthy.</p>
<p>“If this deep solar minimum continues and our planet cools while CO2 levels continue to rise, thinking needs to change.”</p>
<p>Or even if the deep solar minimum does not continue (but our planet <em>continues</em> to  cool while CO2 levels <em>continue</em> to rise).</p>

<td style="font-size:14px;">WASHINGTON (AP) &#8211; The president&#8217;s new science  adviser said Wednesday that global warming is so dire, the Obama administration  is discussing radical technologies to cool Earth&#8217;s air.John Holdren told The Associated Press in his first interview since being  confirmed last month that the idea of geoengineering the climate is being  discussed. One such extreme option includes shooting pollution particles into  the upper atmosphere to reflect the sun&#8217;s rays. Holdren said such an  experimental measure would only be used as a last resort.</p>
<p>&#8220;It&#8217;s got to be looked at,&#8221; he said. &#8220;We don&#8217;t have the luxury of taking any  approach off the table.&#8221;</p>
<p>Holdren outlined several &#8220;tipping points&#8221; involving global warming that could  be fast approaching. Once such milestones are reached, such as complete loss of  summer sea ice in the Arctic, it increases chances of &#8220;really intolerable  consequences,&#8221; he said.</p>
<p>Twice in a half-hour interview, Holdren compared global warming to being &#8220;in  a car with bad brakes driving toward a cliff in the fog.&#8221;</p>
<p>At first, Holdren characterized the potential need to technologically tinker  with the climate as just his personal view. However, he went on to say he has  raised it in administration discussions.</p>
<p>Holdren, a 65-year-old physicist, is far from alone in taking geoengineering  more seriously. The National Academy of Science is making climate tinkering the  subject of its first workshop in its new multidiscipline climate challenges  program. The British parliament has also discussed the idea.</p>
<p>The American Meteorological Society is crafting a policy statement on  geoengineering that says &#8220;it is prudent to consider geoengineering&#8217;s potential,  to understand its limits and to avoid rash deployment.&#8221;</p>
<p>Last week, Princeton scientist Robert Socolow told the National Academy that  geoengineering should be an available option in case climate worsens  dramatically.</p>
<p>But Holdren noted that shooting particles into the air—making an artificial  volcano as one Nobel laureate has suggested—could have grave side effects and  would not completely solve all the problems from soaring greenhouse gas  emissions. So such actions could not be taken lightly, he said.</p>
<p>Still, &#8220;we might get desperate enough to want to use it,&#8221; he added.</p>
<p>Another geoengineering option he mentioned was the use of so-called  artificial trees to suck carbon dioxide—the chief human-caused greenhouse  gas—out of the air and store it. At first that seemed prohibitively expensive,  but a re-examination of the approach shows it might be less costly, he said.<br />

<p>A United Nations document on &#8220;climate change&#8221; that will be distributed to a major environmental conclave next week envisions a huge reordering of the world economy, likely involving trillions of dollars in wealth transfer, millions of job losses and gains, new taxes, industrial relocations, new tariffs and subsidies, and complicated payments for greenhouse gas abatement schemes and carbon taxes — all under the supervision of the world body.</p>
<p>Those and other results are blandly discussed in a discretely worded United Nations &#8220;information note&#8221; on potential consequences of the measures that industrialized countries will likely have to take to implement the Copenhagen Accord, the successor to the Kyoto Treaty, after it is negotiated and signed by December 2009. The Obama administration has said it supports the treaty process if, in the words of a U.S. State Department spokesman, it can come up with an &#8220;effective framework&#8221; for dealing with global warming.</p>
<p>The 16-page note, obtained by FOX News, will be distributed to participants at a mammoth negotiating session that starts on March 29 in Bonn, Germany, the first of three sessions intended to hammer out the actual commitments involved in the new deal.</p>
<p>In the stultifying language that is normal for important U.N. conclaves, the negotiators are known as the &#8220;Ad Hoc Working Group On Further Commitments For Annex I Parties Under the Kyoto Protocol.&#8221; Yet the consequences of their negotiations, if enacted, would be nothing short of world-changing.</p>
<p>Getting that deal done has become the United Nations&#8217; highest priority, and the Bonn meeting is seen as a critical step along the path to what the U.N. calls an &#8220;ambitious and effective international response to climate change,&#8221; which is intended to culminate at the later gathering in Copenhagen.</p>
<p>Just how ambitious the U.N.&#8217;s goals are can be seen, but only dimly, in the note obtained by FOX News, which offers in sparse detail both positive and negative consequences of the tools that industrial nations will most likely use to enforce the greenhouse gas reduction targets.</p>
<p>The paper makes no effort to calculate the magnitude of the costs and disruption involved, but despite the discreet presentation, makes clear that they will reverberate across the entire global economic system.</p>

<p>Among the tools that are considered are the cap-and-trade system for controlling carbon emissions that has been espoused by the Obama administration; &#8220;carbon taxes&#8221; on imported fuels and energy-intensive goods and industries, including airline transportation; and lower subsidies for those same goods, as well as new or higher subsidies for goods that are considered &#8220;environmentally sound.&#8221;</p>
<p>Other tools are referred to only vaguely, including &#8220;energy policy reform,&#8221; which the report indicates could affect &#8220;large-scale transportation infrastructure such as roads, rail and airports.&#8221; When it comes to the results of such reform, the note says only that it could have &#8220;positive consequences for alternative transportation providers and producers of alternative fuels.&#8221;</p>
<p>In the same bland manner, the note informs negotiators without going into details that cap-and-trade schemes &#8220;may induce some industrial relocation&#8221; to &#8220;less regulated host countries.&#8221; Cap-and-trade functions by creating decreasing numbers of pollution-emission permits to be traded by industrial users, and thus pay more for each unit of carbon-based pollution, a market-driven system that aims to drive manufacturers toward less polluting technologies.</p>
<p>The note adds only that industrial relocation &#8220;would involve negative consequences for the implementing country, which loses employment and investment.&#8221; But at the same time it &#8220;would involve indeterminate consequences for the countries that would host the relocated industries.&#8221;</p>
<p>There are also entirely new kinds of tariffs and trade protectionist barriers such as those termed in the note as &#8220;border carbon adjustment&#8221;— which, the note says, can impose &#8220;a levy on imported goods equal to that which would have been imposed had they been produced domestically&#8221; under more strict environmental regimes.</p>
<p>Another form of &#8220;adjustment&#8221; would require exporters to &#8220;buy [carbon] offsets at the border equal to that which the producer would have been forced to purchase had the good been produced domestically.&#8221;</p>
<p>The impact of both schemes, the note says, &#8220;would be functionally equivalent to an increased tariff: decreased market share for covered foreign producers.&#8221; (There is no definition in the report of who, exactly, is &#8220;foreign.&#8221;) The note adds that &#8220;If they were implemented fairly, such schemes would leave trade and investment patterns unchanged.&#8221; Nothing is said about the consequences if such fairness was not achieved.</p>
<p>Indeed, only rarely does the &#8220;information note&#8221; attempt to inform readers in dollar terms of the impact of &#8220;spillover effects&#8221; from the potential policy changes it discusses. In a brief mention of consumer subsidies for fossil fuels, the note remarks that such subsidies in advanced economies exceed $60 billion a year, while they exceed $90 billion a year in developing economies.&#8221;</p>
<p>But calculations of the impact of tariffs, offsets, or other subsidies is rare. In a reference to the impact of declining oil exports, the report says that Saudi Arabia has determined the loss to its economy at between $100 billion and $200 billion by 2030, but said nothing about other oil exporters.</p>
<p>One reason for the lack of detail, the note indicates, is that impact would vary widely depending on the nature and scope of the policies adopted (and, although the note does not mention it, on the severity of the greenhouse reduction targets).</p>
<p>But even when it does hazard a guess at specific impacts, the report seems curiously hazy. A &#8220;climate change levy on aviation&#8221; for example, is described as having undetermined &#8220;negative impacts on exporters of goods that rely on air transport, such as cut flowers and premium perishable produce,&#8221; as well as &#8220;tourism services.&#8221; But no mention is made in the note of the impact on the aerospace industry, an industry that had revenues in 2008 of $208 billion in the U.S. alone, or the losses the levy would impose on airlines for ordinary passenger transportation. (Global commercial airline revenues in 2008 were about $530 billion, and were already forecast to drop to an estimated $467 billion this year.)</p>
<p>In other cases, as when discussing the &#8220;increased costs of traditional exports&#8221; under a new environmental regime, the report confines itself to terse description. Changes in standards and labeling for exported goods, for example, &#8220;may demand costly changes to the production process.&#8221; If subsidies and tariffs affect exports, the note says, the &#8220;economic and social consequences of dampening their viability may, for some countries and sectors, be significant.&#8221;</p>
<p>Much depends, of course, on the extent to which harsher or more lenient greenhouse gas reduction targets demand more or less drastic policies for their achievement.</p>
<p>And, precisely because the Bonn meeting is a stage for negotiating those targets, the note is silent. Instead it suggests that more bureaucratic work is needed &#8220;to deepen the understanding of the full nature and scale of such impacts.&#8221;</p>
<p>But outside the Bonn process, other experts have been much more blunt about the draconian nature of the measures they deem necessary to make &#8220;effective&#8221; greenhouse gas reductions.</p>
<p>In an influential but highly controversial paper called &#8220;Key Elements of a Global Deal on Climate Change,&#8221; British economist Nicholas Lord Stern, formerly a high British Treasury official, has declared that industrial economies would need to cut their per capita carbon dioxide emissions by &#8220;at least 80% by 2050,&#8221; while the biggest economies, like the U.S.&#8217;s, would have to make cuts of 90 percent.</p>
<p>Stern also calls for &#8220;immediate and binding&#8221; reduction targets for developed nations of 20 percent to 40 percent by 2020.</p>
<p>To meet Stern&#8217;s 2050 goals, he says, among other things, &#8220;most of the world&#8217;s electricity production will need to have been decarbonized.&#8221;</p>

<p>By way of comparison, according to the U.S. Department Of Energy, roughly 72 percent of U.S. electrical power generation in 2007 was derived from burning fossil fuels, with just 6 percent coming from hydro-power and less than 3 percent from non-nuclear renewable and &#8220;other&#8221; sources. And even then, those &#8220;other&#8221; non-fossil sources included wood and biomass — which, when burned, are major emitters of carbon.</p>

<div>Barack Obama sat with a group of reporters yesterday and attempted to exploit the suffering of North Dakota’s Red River Valley flood victims to help sell his bogus energy plan.  Apparently taking a cue from Al Gore while heeding Chief of Staff Rahm Emanuel’s advice to &#8220;never let a good crisis go to waste,&#8221; the president deflected a question challenging his proposed cap-and-trade system’s devastating impact on the economy by blaming the flooding on global warming – sort of. </div>

<div>Asked about North Dakotans’ concerns that his carbon trading scheme might harm the state’s vital coal and power-generating industries, Mr. Obama quickly changed the subject:  </p>

<div>OBAMA :       I actually think the science around climate change is real. It is potentially devastating.  The flooding in North Dakota which could result if you start seeing severely changing weather patterns …</div>
<div>REPORTER:  Which is going on right now …</div>
<div>OBAMA:        Which is going on right now.  Now I can’t ascribe that in particular to climate change.  If you look at the flooding that’s going on right now in North Dakota and you say to yourself, ‘If you see an increase of 2 degrees, what does that do, in terms of the situation there?’ that indicates the degree to which we have to take this seriously.</div>

<p>The president then proceeded to pitch the consequent necessity of his <a href="http://globalwarminghoax.wordpress.com/2009/03/capping_trading_on_obamas_2500.html">disastrous cap-and-trade program</a> to the group.  Of course, there were no challenges to the wildly conjectural assertion that such a plan would actually lower atmospheric CO2 or, for that matter, temperatures – that’s sadly become a given.  But not one reporter questioned the complete lack of either conviction or logic in connecting not this yet perhaps future flooding to temperature increases and subsequently to why “we have to take this seriously.”   </p>
<div>Yes, potentially severe Spring flooding has hit the valley and it may or may not prove to be the worst since the devastating benchmark <a href="http://nd.water.usgs.gov/photos/1997RedFlood/">flood of 1997</a>.  But as local news channel <a href="http://www.ksfy.com/news/local/41724032.html">KSFY</a> pointed out yesterday:  “Every Spring, the weather warms up, the snow melts and our rivers and streams fill up.”  Now follow my logic here, if, that is, the president’s hasn’t managed to short-circuit that capacity:  More snow in winter equals more melted snow in spring equals more water. </div>

<div>And ironically enough, just days before Obama’s climate <em>non sequitur</em>, the Federal Emergency Management Agency had <a href="http://www.kxmb.com/getArticle.asp?s=rss&amp;ArticleId=347850">denied</a> North Dakota Governor John Hoeven’s request for a presidential disaster declaration to help deal with “the heavy and sometimes record snowfall in North Dakota this winter.”  More snow.  More water.  Any questions?</div>
<p> </p>
<div>And speaking of FEMA, here’s an agency Powerpoint training presentation (<a href="http://training.fema.gov/EMIWeb/edu/07conf/presentation/Thursday%20-%20Kemp%20-%20The%201997%20Red%20River%20Valley%20Flood.ppt">PPT</a>) that lists 10 major floods in the valley between 1510 and 1762 and 18 since.  One flood in 1826 was 10 feet higher than 1997 and another in 1950 peaked at 11 feet higher. </div>

<div>Given the absence of selfish SUV-driving carbon-spewing capitalists motoring about at the time, to what do you suppose John Quincy Adams and Harry Truman attributed the Red River Valley flooding of their days?  Perhaps something as mundane as unstable melt output from normal seasonal snowfall variations?</div>

<div>But our current occupant of 1600 Penn is now leading the Liberal policy charge.  So when the appropriate crisis to help make his case eludes him, it appears he’ll simply craft one – no matter how unconvincingly.   </div>

<p><span class="content1">President Obama wants to pay you to support global warming regulation. What  he isn’t saying, however, is that his enticement won’t come close to covering  what the regulations will cost you.</p>
<p>In his 10-year budget released last week, the President proposed a so-called  “cap-and-trade” scheme to reduce greenhouse gas emissions. Under the proposal,  100 percent of the permits to emit greenhouse gases would be auctioned to coal  and natural gas-burning electric utilities, industrial plants and other emitters  still to be designated. The proceeds from the auctions would then be distributed  to individual Americans “to help the transition to a clean energy economy,”  according to his budget proposal.</p>
<p>But what does this proposal mean for the average person in terms of actual  dollars and cents? It’s difficult to work out the precise financial impacts, but  you can get an idea by doing some back-of-the-envelop calculations with some of  the facts and figures that have recently been bandied about.</p>
<p>Based on past global warming legislation, like the Lieberman-Warner bill that  failed in the Senate last June, a cap-and-trade plan would probably cover about  80 percent of U.S. greenhouse gas emissions &#8212; about 5.8 billion tons based on a  total of 7.3 billion tons emitted during 2007.</p>
<p>Assuming that permits are auctioned at a price of $12 per ton – a safety  valve price included in past climate bills &#8212; the Obama plan would raise about  $70 billion in its first year. Given that President Obama has proposed to spend  about $15 billion per year of the auction proceeds on “clean energy” projects,  about $55 billion would be leftover for distribution to individuals – that is,  every American with a social security number. Dividing the $55 billion among  more than 300 million Americans, then, works out to about $180 per person and  $720 per family of four per year. It’s not like winning the lottery, but it’s  better than nothing &#8212; or is it?</p>
<p>The liberal think tank Center on Budget Priorities and Policy <a href="http://junkscience.com/blog1/2009/02/24/lefties-recommend-insulating-poor-from-climate-costs/">estimated</a> last  week that reducing greenhouse gas emissions would cost the poorest families in  America $750 per year as higher energy prices ripple through the economy  affecting all goods and services. So if the poorest families, who use far less  energy than the rest of America, are in a financial hole under the President’s  plan, one can easily imagine how the rest of us will end up. Consider the  potential consequences on just your electric bill.</p>
<p>The Lieberman-Warner bill would have auctioned only 25 percent of the permits  &#8212; not 100 percent as President Obama is proposing. The remaining 75 percent of  the credits would have been distributed for free to electric utilities and other  designated greenhouse gas emitters. But even under that scheme, Duke Energy CEO  Jim Rogers told the <em>New York Times</em> last summer that electricity rates  would rise by 40 percent in the first year to cover his utility’s $2 billion  outlay for credits. So a 100 percent auction could increase electricity bills  for Duke’s 4 million customers by 160 percent &#8212; meaning a $100 monthly electric  bill becomes, perhaps, a $260 monthly bill. Based on these calculations, a  family of four that pays more than $40 per month for electricity &#8212; that is,  every family &#8212; is a net loser under President Obama’s plan.</p>
<p>And those are the potential increases for just your electric bill. Not  included are other likely price hikes for goods and services &#8212; gasoline, food,  travel, etc. &#8212; that will necessarily be passed along to consumers. As you can  readily see, your share of President Obama’s auction proceeds does not need come  close to breaking even on greenhouse gas regulation.</p>
<p>Maybe you’re thinking that these extra costs are worth it, as they will be  dwarfed by the environmental benefits of tackling the much-dreaded global  warming. Think again. There will be no detectable or tangible benefits from  reduced greenhouse gas emissions. First, carbon dioxide, the main greenhouse gas  targeted by regulation is invisible, colorless and odorless. Since it exists in  the atmosphere at levels measured in the parts per million, unless you’re plant  that needs CO2 to live, you’re not going to notice it.</p>
<p>Next, there is no evidence that human emissions of carbon dioxide are causing  detectable changes, much less any harm, to the climate. (Check out this popular  YouTube <a href="http://www.youtube.com/watch?v=XDI2NVTYRXU">video</a> I made on  this issue.) This means, of course, that there is no evidence that reducing  carbon dioxide emissions will have any detectable changes on climate.</p>
<p>Even assuming for the sake of argument that manmade carbon dioxide emissions  were changing climate, President Obama’s cap-and-trade bill will still have no  detectable impact. First, EPA projects that a maximum clamp down on future U.S.  emissions would reduce atmospheric carbon dioxide levels by about 5 percent or  less &#8212; a trivial change no matter what you believe about carbon dioxide.  Moreover, China and India have vowed not to harm their economies because of  global warming &#8212; so their emissions can be expected to soar as they develop and  more than make-up for our reductions.</p>
<p>If the economics of Obama’s  cap-and-trade rip-off don’t bother you, the fact that the rip-off will also  accomplish nothing should give you pause.</p>

<p>With the Obama administration calling for curbs on greenhouse gas emissions and the nation in the grip of the most severe economic downturn since 1929, it would seem prudent to re-examine the debate on the causes of global warming before tossing aside entire industries and technologies in favor of untried, and possibly infeasible and unprofitable, &#8220;green&#8221; technologies.</p>
<div>Wholesale acceptance of human-caused global warming does not, in fact, exist. Indeed, many scientists believe that the highly politicized global warming scare is one of the greatest scams inflicted on the planet. They hold it responsible for enforced political restrictions on legitimate scientific inquiry and dissent and feel that a deliberate attempt has been made to silence prominent atmospheric and climate scientists who offer legitimate criticism.</div>
<div><strong>The Politicization of Global Warming </strong></div>
<div>The politicization of global warming was at play in February 2007, when in response to a report by the United Nations Intergovernmental Panel on Climate Change (IPCC) citing human activity as the primary cause of global warming, syndicated columnist, Ellen Goodman, proclaimed global warming an unequivocal, alarming fact. Ms. Goodman, who holds no scientific credentials, exclaimed that global warming deniers were on par with Holocaust deniers.</div>
<div>A meteorologist with the Weather Channel, Heidi Cullen, subsequently recommended that the Meteorologist Seal of Approval be revoked for any meteorologists skeptical of the human causation of global warming. And although scientists are far from unanimous in their opinions of human responsibility for climate change, Oregon governor, Tel Kulongoski, went so far as to consider firing the state&#8217;s climatologist for disagreeing with the U.N. conclusions.</div>
<div>Dr. James Hanson, a NASA climate scientist who pioneered the research on global warming and politicized the issue with Al Gore&#8217;s widely debunked Academy Award-winning movie <em>The Inconvenient Truth</em>, has referred to skeptics as being guilty of &#8220;high crimes against humanity and nature.&#8221; He has called for mass civil disobedience at the coal-fired capital power plant in Washington, D.C.</div>
<div><strong></strong></div>
<div><strong>Voices of Dissent </strong></div>
<div>Yet, much doubt exists over the IPPC climate change theory. Hanson&#8217;s own supervisor at NASA claims that Hanson has &#8220;gone off the deep end&#8221; with insufficient evidence and has violated NASA policies by arguing against the agency&#8217;s official position on climate.</div>
<div>Recently, a group of Japanese scientists from a government advisory panel publicly announced their disagreement with the IPCC report and declared that climate change is driven by natural cycles related to solar activity and has nothing to do with<sup> </sup>CO<sub>2 </sub>emissions. The climate modeling used to support claims of man-made global warming was dubbed &#8220;ancient astrology&#8221; by a program director for the Japan Agency for Marine-Earth Science &amp; Technology.</div>
<div>Skepticism over human-caused global warming was also raised as recently as February 25<sup>th</sup> at a U.S. Senate Committee on Environment and Public Works hearing hosted by Senators Barbara Boxer and James Inhofe. There, Dr. William Harper, Princeton University professor and former Director of Energy Research at the Department of Energy (1990-1993), presented some of his key findings on climate change. One of just four scientists invited to address the forum, Dr. Harper, who supervised all DOE work on climate change, is a climate crisis skeptic. In his presentation, he noted that 650 prominent international scientists, including both former and current IPCC participants, have challenged the claims made by the 52 scientists who authorized the U.N. panel&#8217;s report. He also called CO<sub>2</sub>, a compound singled out by the IPCC as a major contributor to global warming, as, in fact, a beneficial compound essential for life on earth.</div>
<div><strong>CO<sub>2</sub><sup> </sup>Levels </strong></div>
<div><strong></strong></div>
<div>In his analysis of CO<sub>2 </sub>as a factor in climate change, Dr. Harper affirmed that CO<sub>2</sub> is <em>not</em> a cause for alarm, as it is neither a pollutant nor a poison. Indeed, Harper argued that CO<sub>2</sub> limitations, such as the 450 ppm (parts per million) standard recommended by the IPCC to &#8220;stabilize&#8221; CO<sup>2</sup> in the atmosphere, will actually damage the environment.</div>
<div>According to Dr. Harper, the current warming period (which actually ended 10 years ago) began in 1800 following the close of the little ice age (1300-1650 AD), which was <em>preceded</em> by a Medieval Warm Period (800-1300 AD). Harper noted that the little ice age and the Medieval Warm Period were curiously omitted from the IPCC report and that the Medieval Warm Period was as warm or warmer than today. Clearly at that point in time, global warming had nothing to do with the burning of fossils fuels. Also, Dr. Harper explained that several warmings have existed over the last 10,000 years since the last ice age, thus confirming that climate change has occurred multiple times absent mankind&#8217;s actions.</div>
<div>Furthermore, plants and our primitive ancestors evolved when atmospheric CO<sub>2 </sub>was 1000 ppm. This compares to our current level of 380 ppm. Dr. Harper reported that higher levels of CO<sub>2 </sub>benefit the environment because they result in higher crop yield and more drought-tolerant plants. He cited a modern day example: greenhouse operations that are typically maintained at 1000 ppm. In truth, Harper said we are actually in a CO<sub>2 </sub>famine as most of the earth&#8217;s CO<sub>2</sub><sup> </sup>levels throughout the planet&#8217;s history have been at least 1000 ppm or higher. At these points in time, &#8220;the oceans were fine, plants grew, animals grew fine. So it&#8217;s baffling to me that we&#8217;re so frightened of getting nowhere close to where we started,&#8221; he said.</div>
<div>Dr. Harper also cited examinations of ice cores from Greenland and Antarctic ice sheets as further evidence of his claims. From that data, past temperatures and concentrations of CO<sub>2 </sub>in the atmosphere can be determined. The findings indicate that <em>first</em> temperatures rose and about 800 years later, CO<sub>2 </sub>levels rose from the CO<sub>2 </sub>released from warmer oceans. This finding is in direct contradiction to the beliefs of global warming advocates who believe that higher levels of CO<sub>2 </sub><em>cause </em>warmer temperatures.</div>

<div><strong>The Fallacy of Scientific Consensus</strong></div>

<div>Dr. Harper, who ironically was fired by Al Gore for disagreeing with his views on climate issues, cautioned the Senate committee members about the dangers of creating a crisis mentality and of demanding or aiming for consensus among scientists on climate theory. He observed that scientific breakthroughs and discoveries have never been determined by consensus, quite the contrary. As an example, he cited the 1793 yellow fever epidemic in Philadelphia when the majority of physicians wrongly believed in a bleeding cure for the disease. A few contrarians noticed that yellow fever victims were more likely to survive by foregoing these ministrations but were summarily ignored. Today, global warming proponents point to the rise in the incidence of malaria and yellow fever as evidence of the ill effects of rising temperatures. However, according to Dr. Harper and other scientists, this phenomenon has more to do with controlling mosquitoes than controlling temperatures.</div>
<div>The late Michael Crichton had this to say about scientific consensus, &#8220;Historically, the claim of consensus has been the first refuge of scoundrels. It is a way to avoid debate by claiming that the matter is already settled. The great scientists in history are great precisely because they broke with consensus.&#8221;</div>
<div>Dr. Harper maintains that the current climate crisis is a political creation that does not enjoy consensus but has the backing of the media, influential politicians, certain scientific societies and well-funded non-profit organizations. He cautions that climate warming dogma, absent critical analysis and the presentation of contrary data, is being taught in our schools along with the widespread viewing of the seriously flawed film <em>The Inconvenient Truth</em>.</div>
<div><strong>Impact on Our Energy Supplies</strong></div>
<div><strong></strong></div>
<div>Contrary to what the media and U.N. have portrayed, no evidence exists that today&#8217;s climate changes differ qualitatively from in the past. In fact, not global warming but a slight cooling has taken place over the past 10 years which clearly negates the predictions of the IPCC models. As Harper concludes, climate alarmism is unrealistic and more a function of politics than scientific truths. His belief that climate change is driven by natural cycles rather than human activity is gaining currency against the hysteria of global warming doomsayers who want to institute ill-advised energy use and taxation programs that will alter our way of life and harm our economy unnecessarily.</div>
<div>Climate change alarmists continue to rail against our use of the conventional sources of energy that have contributed to our economy prosperity. They have amassed significant support in Washington for &#8220;cap and trade&#8221; taxation schemes and prohibitions on drilling and energy exploration. The United States should not yield to political pressure and penalize energy use in an effort to garner new taxes. Common sense and good science should rule the day and politicians should not let more than 2,340 global warming lobbyists in Washington, clamoring for &#8220;cap and trade&#8221; regulation, allow us to seriously drag down our already flailing economy. Our economic health and growth should not be sacrificed for an unproven theory that is fast loosing support from the scientific community.</div>
<div>Given the present administration&#8217;s call for legislation to curb greenhouse gas emission allegedly in the service of climate control, the testimony of scientists like Dr. Harper warrants serious consideration.</div>
